Meet Karen
Karen Decaran‑Voigt serves as Vice President, Provider Network and Health Plan Executive for Physicians of Southwest Washington (PSW), where she leads network strategy and health plan performance in support of PSW’s provider-sponsored, community-based mission.
She is known for disciplined growth, strong governance, and rigorous stewardship of healthcare resources in highly regulated environments.
Karen brings more than 20 years of executive leadership experience across payer, provider, and advisory organizations, spanning local, regional, and national markets. Throughout her career, she has been accountable for expanding the reach of healthcare, health plan P&L, medical cost trends, and return on investment overseeing spend up to $2.3B, supporting membership growth from startup to more than 2.4M lives, and advancing value‑based models that increased aligned membership from 8% to over 40%.
Prior to joining PSW, Karen served as Principal, Value Transformation, Payer & Provider Alignment at Vizient, advising health systems and provider-sponsored health plans on governance, payer strategy, and value‑based contracting. Her prior leadership roles include senior positions with Molina Healthcare, UnitedHealth Group, CommonSpirit Health, and Elevance Health, leading initiatives across network strategy, reimbursement innovation, sales distribution, broker services, and regulatory compliance. Her experience spans Medicare Advantage, Medicaid, Commercial, Exchange, and employer‑sponsored lines of business.
Karen holds an MBA and bachelor’s degree in business from Baldwin Wallace University. She is deeply committed to advancing provider-led care models that improve affordability, quality, and access for the communities they serve.
